UXR Licensing Roadmap
Roadmap status: License strategy under review

Current reality: UXR has not adopted a general Creative Commons, open-source, public commercial, certification, or assessor license.
What exists now: Public copyright, attribution, reuse, and brand-use notices.
What would count as completion: A published license matrix, qualified legal review, document-specific licenses, effective dates, and preserved prior terms.
Current position
Unless a specific work says otherwise, the current copyright and reuse notice applies. Public access does not automatically place a work in the public domain or grant permission to publish modified official versions.
Goals of a future licensing architecture
UXR wants to support public reading, linking, citation, criticism, teaching, research replication, responsible public-interest application, localized education, and open improvement where openness does not compromise official identity or certification integrity.
Licensing must also reduce false official forks, corporate enclosure, altered constitutional texts presented as authentic, unauthorized certification claims, loss of control over official scoring and marks, and conflicts with future governance.
Licensing models under consideration
Different layers may require different approaches. Constitutional documents may need integrity-preserving terms. Research and educational documents may support broad attributed reuse. Operational tools may benefit from share-alike or open-source terms. Official assessment, scoring, certification, or consulting rights may require separate agreements.
Why no final license has been selected
UXR combines publications, methodology, taxonomy, software plans, data architecture, scoring, certification, governance, and possible service organizations. A license appropriate for one layer may damage another.
Professional intellectual-property review should occur before the project commits its constitutional core or operational methods to an irreversible licensing structure.
