Incident Case UXR-2026-0813-0004. This case separates a City's documented administrative referral and closure from the still-unverified downstream outcome.

The objective

Improve signal progression on Barranca between I-210 and I-10 so north-south travel does not require stopping at the majority of lights.

What the City record establishes

A City of Covina service record identifies the request as a traffic-calming/congestion matter and states that it was reported to Bear Electric in March 2025. The City system later shows the municipal request as closed.

Those are City-authored administrative states. They do not by themselves establish that Bear Electric received the referral, changed signal timing, completed work, or corrected the reported condition.

What the contributor reports later

In August 2026, the contributor reported that north-south travel on Barranca still involved stopping at a great number of red lights and that the contributor did not know whether Bear Electric had acted.

Why this matters

A service-request system can appear complete from the reporting agency's perspective while the resident-visible outcome remains unknown. HXR therefore treats reported referral, downstream receipt, downstream action, administrative closure, and real-world outcome as separate propositions.

Evidence and limits

Current support includes the City-authored service record and contributor testimony about later driving conditions. HXR does not currently claim that Bear Electric received the referral, failed to act, controlled the engineering decision, or caused the continuing signal pattern.
