Transportation: Safety, Throughput, and Aggregate Human Time
How transportation systems should account for safety and the cumulative human time consumed by delay.

Transportation makes aggregate human cost visible. A trip that takes fifteen minutes rather than seven may appear to cost one person eight minutes. When hundreds or thousands of people experience the same delay repeatedly, the system consumes a large amount of human life.
Speed alone is not the standard. Roads and signals must protect drivers, pedestrians, cyclists, children, disabled people, neighborhoods, emergency response, and competing directions of travel. The UXR question is whether the system achieves those legitimate goals with the least avoidable consumption of time, attention, fuel, predictability, and agency.
Population-Averaged Time
An average of one avoidable minute per person per day does not mean every person loses one minute every day. One driver may encounter no delay for several days while another loses twenty minutes during one trip. The average expresses total scale across people and time.
Burden Cascades
A poorly coordinated traffic signal does more than consume minutes.
- Drivers brake and accelerate more often.
- Vehicles consume more fuel and produce more emissions.
- Brakes, tires, engines, and roads experience additional wear.
- Arrival times become less predictable.
- Drivers carry greater attention and vigilance demands.
- Transit, freight, and emergency response may lose reliability.
- Cities and residents absorb additional maintenance and operating costs.
UXR calls this a burden cascade: one design choice produces secondary and downstream costs across several systems.
Good Analysis Requires More Than Blame
UXR must distinguish infrastructure design, signal timing, maintenance, land-use decisions, demand concentration, transit alternatives, and user behavior. It must test whether a green wave or another coordination strategy would preserve or improve safety rather than assume that faster always means better.
Agency preserved: predictable travel, safe movement, usable route choice, accurate timing, accessible mobility, and efficient coordination.
Tradeoffs to examine: collision risk, pedestrian access, neighborhood impacts, emissions, emergency response, induced demand, cost, and distribution of delay.
