UXR Stewardship Council Roadmap

The proposed purpose, limits, composition, safeguards, and formation conditions for a future UXR stewardship body.

Current reality: No UXR Stewardship Council currently exists. No person holds membership or authority on its behalf.

What exists now: Public constitutional commitments, the One-Way Authority Rule, and a documented governance design problem.

What would count as completion: A published charter, appointment and removal rules, named members, conflict controls, transparent authority, succession provisions, and enforceable procedures.

Purpose

UXR may eventually need trusted public stewards who can defend constitutional continuity, review conflicts, and strengthen credibility beyond any single founder or operating organization.

The council should guard the framework. It should not become an unaccountable authority that privately rewrites it.

Possible functions

A future council may review constitutional change processes, identify conflicts, verify revision history, advise on evidence and independence, support succession, and issue public dissent when procedures fail.

Functions it should not hold

A stewardship council should not sell scores, privately alter findings, grant nonpublic standards, represent donors for influence, replace methodology with discretion, or govern ordinary operations without published authority.

Composition and safeguards

Selection should prioritize independence, integrity, competence, lived-experience representation, and conflict disclosure. Before formation, UXR should publish appointment, removal, term, recusal, transparency, compensation, dissent, authority, and relationship rules.

Formation trigger

The council should form when UXR has sufficient methodological maturity, public responsibility, and operational exposure to need institutional continuity. It should not be assembled prematurely merely to display impressive names.
