Volunteer-run program that pays 100% of spay/neuter surgery for owned pets in northeast Louisiana (priority to Ouachita Parish) at participating Monroe and West Monroe clinics; owner pays any extras (about $50 for vaccines/flea treatment); apply online, response can take 1-2 months; ends when funds run out.
