Spay and neuter

Low-income Luzerne County residents (ACCESS card, LIHEAP, SSI/SSD, Medicaid or proof of low income) pay $25 per female or $20 per male indoor house cat (+$5 rabies) by money order and get a certificate for surgery at participating vets; the SPCA pays the rest. Dogs not covered.
