Are You Empire? Respond to This Record
Empire—or another evaluated organization—may correct facts, supply supporting or challenging evidence, explain constraints, offer an individual remedy, publish a reform plan, document implementation, or ask HXR to verify improvement. Responding does not require an admission.
One governed identity: Human Experience Reform (HXR) is the public publisher and governance identity. UXR is retained only as a stable namespace inside legacy Incident IDs; it is not another publisher, organization, or process.
Private first contact is open; the governed evidence portal is not. Use the form to identify the Incident or Evaluation ID, your role, and your authority. Do not send sensitive or confidential evidence in the first message.
Fallback: if the form is unavailable, write to submit@mintytees.com and include the stable record ID. Wait for HXR instructions before transmitting attachments, personal data, customer records, employee data, account details, settlement material, or confidential evidence.

Route status: first-contact form available; end-to-end recovery test pending. The form is not a governed evidence portal: it does not yet provide structured authority verification, separate public/private permissions, a submission ledger, or automatic append-only conversion.
Editorial independence: Empire may challenge the evidence and method, but it does not control HXR findings, prior versions, or append-only publication history.
No pay-to-delete: payment, settlement, sponsorship, or purchase cannot buy deletion, suppression, an unsupported correction, favorable treatment, recognition, or faster review.
What a verified representative may submit
- a precise factual correction and the evidence supporting it;
- records or evidence that support, narrow, challenge, contradict, or reattribute a finding;
- an explanation of relevant facts, uncertainty, or constraints;
- a remedy offer or evidence that an individual remedy was completed;
- a reform plan with owner, scope, mechanism, dates, and acceptance test;
- implementation evidence; or
- a request for HXR verification or re-verification.
What to include first
- the HXR Case or Evaluation ID;
- your name, role, organization, and authority to speak for it;
- the exact claim, finding, limitation, remedy, or reform element addressed;
- the response type; and
- what may be public and what you ask HXR to keep private.
Private intake before public treatment
An unverified submission stays private while HXR checks respondent identity and authority and separately reviews provenance, privacy, quotation, attribution, redaction, and publication permission. Authority confirms who is speaking; it does not make the submission true. Potential evidence follows the governed chain: Source → Snapshot → Evidence → Contribution. Nothing publishes automatically.
Supported factual corrections are appended and credited. Unsupported disagreement may be summarized fairly with its limits. Favorable and unfavorable evidence receive the same bounded review.
HXR response-handling commitments
HXR will provide a dated acknowledgment or durable receipt when the governed channel can do so, and will not claim receipt before it can recover the submission.
HXR checks who is responding and whether that person may speak for the organization before treating material as an organization response.
Relevant favorable, unfavorable, corrective, and contextual evidence receives the same bounded provenance, privacy, and relevance review.
HXR distinguishes quotations, organization-stated positions, primary evidence, contributor reports, HXR analysis, uncertainty, and unresolved disagreement.
A supported HXR factual error receives a dated public correction without requiring an admission, payment, or settlement.
HXR will explain material inclusion, exclusion, redaction, attribution, and evidence-status decisions to the extent privacy and source protection permit.
Corrections and later evidence update the record without silently erasing prior published states or converting payment into favorable treatment.
A representative may ask HXR to reconsider an evidence decision, correction outcome, attribution, status, or verification result and may supply new support.
Publication permission is separate from authority. Unverified submissions and sensitive material remain private until identity, authority, provenance, privacy, quotation, attribution, redaction, and public/private permissions are resolved.
Five states that never collapse into one

A correction is not restitution. Payment or a one-person remedy is not reform. A promise is not implementation. Implementation is not a passed test. A passed test is not proof beyond its stated scope and period.
Fair notice: 30 calendar days, one reminder
Outreach is a separate authorization-controlled action. A public response button does not mean HXR sent notice.
- HXR preserves the notice, destination, recipient role, channel, dispatch date, and record IDs.
- The response clock starts only after delivery is verified by a delivery artifact or authority-confirmed acknowledgment. Otherwise the public status is: Notice sent; delivery not verified; no response clock started.
- Day 1 is the next calendar day after verified delivery. The standard window ends at 11:59 p.m. Pacific Time on Day 30.
- HXR sends no more than one reminder, ordinarily on calendar Day 21, and records its delivery state.
- An acknowledgment is distinct from a substantive response. A reasonable extension requested before the deadline may be recorded with a revised date.
- If the window closes without a substantive response, the public language is: No substantive response received as of [date]. Silence never establishes guilt, refusal, admission, or accuracy.
Historical contributor-authored notice remains attributed and is not retrofitted into this HXR protocol when delivery dates or artifacts are missing.
Empire restitution context and private-negotiation boundary
Contributor-requested family baseline: $1,765, counted once. It consists of the document-supported $965 Empire charge and the contributor-reported $800 independent corrective-service sequence. The independent invoice and task allocation remain pending. Additional maintenance-plan restitution is separate and unquantified pending the agreement, payment history, service records, and a supported promised-versus-delivered gap. This is the contributor’s requested remedy and accounting baseline—not an HXR legal judgment or damages calculation.
Empire and the contributor may discuss restitution privately. HXR does not publish settlement terms, confidential communications, sensitive evidence, or private negotiation details without explicit source- and use-specific permission. A public status may say only that remedy discussion is underway when the participants permit that status. A settlement, payment, or one-person remedy does not establish factual correction or organizational reform and cannot purchase deletion or favorable treatment.
How individual restitution is assessed
An offer must state its scope, amount or service, conditions, responsible party, and completion method. HXR may record an offer without treating it as accepted, delivered, or an admission. Completion requires evidence that the promised payment, credit, repair, replacement, or service was delivered. “Contributor Made Whole” additionally requires evidence that the documented individual loss was resolved within the stated scope, with contributor confirmation where appropriate.
How organizational reform is assessed
A reform claim should identify the mechanism changed, implementation date and scope, accountable owner, affected service path, implementation evidence, acceptance test, and monitoring plan. It is evaluated against the public Evaluation benchmark. A response, apology, refund, single repair, policy announcement, training statement, or isolated example is not by itself verified reform.
Milestones: neutral process facts and evidence-based positive credit
Neutral procedural facts: Organization Responded and Evidence Supplied. Proposal or commitment states: Individual Remedy Offered and Reform Plan Published. Strong positive credit begins only with completed remedy, contributor made whole, documented implementation, a passed acceptance test, or verified reform.
- Organization Responded — an authority-verified representative supplied a substantive response.
- Evidence Supplied — reviewable evidence with usable provenance was received.
- Individual Remedy Offered — a specific remedy was offered with scope and terms.
- Individual Remedy Completed — evidence shows the promised remedy was delivered.
- Contributor Made Whole — the documented individual loss was resolved in the stated scope, with contributor confirmation where appropriate.
- Reform Plan Published — a bounded plan names the mechanism, owner, scope, dates, and acceptance test.
- Implementation Documented — evidence shows the reform mechanism operating in the stated scope.
- Acceptance Test Passed — reviewed evidence satisfies the published test for the stated sample and period.
- Verified Reform — implementation and results are sufficiently corroborated, with monitoring or recheck conditions stated.
The first two milestones are neutral procedural facts; an offer and a plan describe proposals or commitments. Completed remedy, documented implementation, passed acceptance tests, and verified reform may receive positive recognition when supported. Every milestone is descriptive, scoped, dated, evidence-based, and reversible. HXR currently offers no certification, seal, score, externally usable badge, endorsement, compliance finding, or warranty.
Current Empire notice state
- Contributor-reported prior certified demand: separate from HXR notice; HXR has not reviewed the letter or delivery artifact.
- HXR organization notice: Not Yet Sent.
- HXR response period: Not Started.
- 30 calendar days: governed general HXR policy after verified HXR delivery, with one reminder; not an active Empire deadline.
Independent institutional boundary
HXR is not a regulator, court, law firm, adjudicator, or substitute for legal advice. Contacting an organization, sending formal notice or a demand, submitting to CSLB or another regulator, and filing or assisting with a court filing remain separate actions that require separate authorization.
