HXR Incident Case

ChatGPT Reduces Capabilities for an Existing Pro Subscriber While Showing a Get Pro Upsell

At approximately 12:20 PM PDT on August 20, 2026, ChatGPT iOS displayed “Capabilities reduced until 12:35 PM. Responses may have lower quality.” and a “Get Pro” CTA. The contributor reports already holding a paid ChatGPT Pro subscription. The notice supplied a reset time and quality warning but did not identify the affected capability or safe limit category, acknowledge the reported current plan, state what remained available, or offer an actionable recovery path. The artifact does not establish the internal trigger, recognized entitlement state, CTA destination, recurrence, or root cause.

How to read this record: This Case preserves one bounded experience. Related Evaluations examine what it and other evidence may show about a system or practice. Testimony remains testimony; cause, prevalence, and responsibility require their own supporting evidence.

These Evaluations explain how this experience contributes to a broader question. A connection may support, qualify, contextualize, or challenge a finding; open the Evaluation to read its evidence and limits.

Contributor objective

Continue using the paid ChatGPT Pro service with the quality and capabilities reasonably expected from that subscription, or receive a clear, accurate explanation of any temporary limit and a plan-aware path to recovery.

Observed sequence

The contributor used ChatGPT in an iOS conversation. The interface displayed a temporary capability-reduction notice until 12:35 PM, warned that responses might be lower quality, and then offered Get Pro. The contributor, reporting an existing Pro subscription, could not determine the gate category, affected capability, cause, prevention step, or relevant action.

Current finding

The user-facing gate communicated timing and possible quality degradation but did not provide an actionable explanation or an entitlement-aware next step for a reported existing Pro subscriber.

Evidence and limits

Direct screenshot evidence establishes the exact notice, reset time, lower-quality warning, and Get Pro CTA. Anonymous contributor testimony supports the current Pro claim, reported payment, confusion, and perceived punitive effect. The raw screenshot remains private; internal trigger, entitlement state, CTA destination, prevalence, and responsible internal team are not established.

Human impact

Friction

Preserved support: reset time and warning. Missing support: limit category, affected and unchanged capabilities, safe reason, relevant action, diagnostic ID, plan-aware CTA, and support route.

Reported burden or pain

The contributor experienced confusion, perceived punishment, doubt about subscription recognition and value, inability to prevent recurrence, and added diagnostic burden.

Actual harm

Demonstrated burden is confusion and loss of agency at the moment of degradation. No duplicate charge, complete denial of access, behavioral enforcement, or legal harm is established.

Potential harm

Potential harms include unnecessary upgrade attempts, support burden, mistrust, abandoned work, and uninformed reliance on degraded output.

Invisible taxes

The user must infer the trigger, audit their own behavior, verify entitlement, decide whether to wait, and interpret an apparently irrelevant commercial CTA.

Requested reform

Preserve the reset-time disclosure. Add the user’s current plan, a safe gate-category label, affected and unchanged capabilities, practical reason, reset countdown, relevant recovery, and an event/diagnostic identifier. Replace generic Get Pro with View limits, Manage plan, or a specifically named next tier only when that tier resolves this gate. Provide support or appeal without implying misconduct where none is established.

Acceptance test

For a Pro account, the interface never displays generic Get Pro. It states the current plan, names the gate category and affected capability, identifies what remains available, shows reset time/countdown, offers a relevant action, and supplies a diagnostic identifier and feedback route. Any next-tier offer names the tier and explains why it resolves this exact gate; otherwise no upsell appears. Behavior is consistent across iOS, web, and desktop and accessible to screen readers.

What you can try now

Wait until 12:35 PM as stated. No artifact-supported prevention or immediate restoration step was displayed.

Classification: Partial and passive

Organization response
