One City-authored request record identifies a Traffic Calming/congestion issue, Department Engineering, a March 12, 2025 statement that the request was reported to Bear Electric, a later Closed status, and a March 24, 2025 resolution date. The contributor reported in August 2026 that north-south travel on Barranca still involved stopping at many red lights and did not know whether Bear Electric received or acted on the referral. This supports an Evaluation of closed-loop signal-timing response and corridor outcome, not a finding that every signal is mistimed or that one organization controls the entire corridor.

Reported north-south travel experience, signal progression, repeated-stop burden, changes over time, and institutional handling along the contributor-described Barranca Avenue corridor between I-10 and I-210. Current City-authored evidence concerns a City of Covina request and reported referral to Bear Electric. Signal ownership and downstream control remain evidence-specific.

Current findings

What works well or deserves recognition

The City system preserved the request category, Engineering attribution, reported referral date, closure state, and resolution date. That creates an organization-authored administrative history and a concrete starting point for correction or follow-up.

Difficulties and opportunities to improve

The current record does not establish downstream receipt, analysis, action, or measurable corridor improvement before the request was closed. The contributor later reported that the experienced north-south stopping pattern remained. Administrative referral and closure therefore do not yet establish an operational outcome.

Mixed findings and limits

The contributor's repeated-stop experience is meaningful first-person evidence but is not a controlled traffic-engineering study. Signal progression can legitimately vary by direction, time of day, cross-street demand, pedestrian phases, emergency preemption, jurisdiction, construction, and safety requirements. The City record proves its own referral and closure statements, not Bear Electric receipt or action.
