Human Experience Reform (HXR) defines the governed process it intends to apply and currently offers a pilot first-contact route. Organizations may correct facts, supply evidence, explain decisions, address an individual, change a process, document implementation, and request verification without admitting fault. Responding does not give an organization control over HXR findings or publication history.

What are the two issues, reforms, and tests?
Case issue 1 — leak service
The contributor reports asking Empire to diagnose and repair a suspected leak, following a recharge and replacement path after repair appeared impractical, and later having this particular leak located and repaired by another technician.
Case issue 2 — paid maintenance
The contributor reports paying for twice-yearly maintenance over multiple years and later being shown accumulated maintenance conditions, while the available evidence does not reconstruct every historical visit.
Reform ask 1 — preserve repair choice
Use a documented leak-service pathway showing the customer’s objective, diagnostic methods, findings and uncertainty, feasible options, recharge basis, material constraints and tradeoffs, and informed choice.
Reform ask 2 — make maintenance visible
Define maintenance scope, use system-specific visit records, document work and exceptions for customers, preserve those records, and use quality review to detect and correct gaps.
Acceptance test 1 — leak service
A current qualifying service record must show the objective, appropriate diagnostics, uncertainty, feasible options and material tradeoffs, recharge basis, and documented informed choice, supported by observable repeatable practice.
Acceptance test 2 — maintenance
Multiple current visits across a service cycle, plus quality recheck, must show promised scope, checklist, completed work, observations, measurements, cleaning, exceptions, follow-up, customer notice, and quality assurance.

What does HXR commit to do?
1. Acknowledge receipt
HXR will acknowledge the contact and issue a response reference after it is received and routed.
2. Verify identity and authority fairly
HXR will use a proportionate process before treating a submission as an organization response.
3. Keep private information private
Identity, raw records, sensitive information, and unverified material remain private absent verified publication permission.
4. Correct HXR errors promptly and preserve versions
A supported HXR error receives a dated correction; append-only history shows what changed.
5. Represent Empire accurately and in context
HXR will not selectively quote the organization or remove material context from a permitted response.
6. Identify the claims addressed
HXR will state which fact, inference, remedy state, reform request, or acceptance test a submission addresses.
7. Review evidence fairly, explain decisions, and allow reconsideration
HXR will apply consistent relevance, provenance, reliability, and scope standards to evidence that supports or challenges the record; explain material inclusion, exclusion, correction, and status decisions; and allow a reasoned reconsideration request with additional evidence.
8. Distinguish every response type
Correction, disagreement, contrary evidence, explanation, remedy, reform, implementation, and verification remain separately labeled. None requires an admission.
What may Empire submit or propose?
- an exact factual correction with checkable support;
- supporting, challenging, or contrary evidence;
- an explanation of service decisions, technical constraints, uncertainty, or organization position;
- agreement terms, payment history, visit records, work orders, task definitions, checklists, notes, measurements, invoices, task allocations, and relevant communications it holds;
- what Empire says the maintenance agreement included and the tasks it says were performed at each visit;
- the presently quantified $1,765 direct-service restitution, an evidence-supported alternative, or another remedy offer;
- a partial or full refund proposal for visits Empire concludes were materially incomplete;
- a dispute of historical-maintenance reimbursement, accompanied by the relevant records;
- a private restitution discussion that does not become public automatically;
- a reform plan, current implementation evidence, or a request for acceptance testing and verification;
- a reasonable extension after a governed HXR response window begins; and
- instructions stating what may be public, summarized, redacted, or kept private.
What stays private before publication is authorized?
Unverified submissions, representative identity, raw evidence, sensitive records, and private negotiations remain non-public while authority, provenance, relevance, privacy, and permission are checked. HXR identifies what may be attributed, shown, summarized, redacted, or kept private before publication.
Empire and the contributor may negotiate privately. HXR is not a mediator, settlement agent, escrow, counsel, regulator, court, or adjudicator. A settlement can resolve an individual dispute without proving a factual correction, organizational reform, or verified reform. Confidentiality between other parties does not automatically rewrite HXR’s existing record.
How is the Empire restitution request represented?
Presently quantified direct-service restitution: $1,765, counted once. This is the document-supported $965 Empire expenditure plus an $800 independent corrective-service sequence described by the contributor as covering leak location, leak repair, refrigerant recovery or draining, full recharge, and full HVAC maintenance. The independent invoice and task allocation remain pending.
Historical maintenance restitution: separately requested; amount pending a record-based calculation using agreement terms, payment history, visit-level service records, and a supported maintenance gap. Total restitution is not fully quantified.
Missing-record boundary: The absence of service records is not automatic proof that no maintenance occurred or proof of a refund amount. Available records may support, narrow, increase, reduce, or eliminate a calculation. An inability to demonstrate performed tasks may separately be recorded as a documentation, accountability, or customer-visibility issue.
If Empire paid $1,765 alone: Direct-Service Restitution = Completed; Historical Maintenance Restitution = Unresolved; Overall Individual Remedy = Partial; Contributor Made Whole = No.

How does the pilot first-contact route work?
HXR has tested this pilot first-contact route for message delivery and internal recovery. The current form provides only a generic success message and does not yet issue a durable organization-response receipt or stable response ID to the sender.
On August 25, 2026, one controlled first-contact transport test passed. This transport test is neither an Empire response nor HXR notice.
This is a pilot first-contact route, not a secure evidence-upload portal. Identify the relevant record IDs and your authority to respond. Do not submit sensitive records through the general form. HXR will verify authority, acknowledge the contact, issue a response reference, and provide a safer method for supporting records when needed.
When does the formal HXR response period begin?
- Prior certified demand: contributor-reported; HXR has not reviewed the letter, delivery proof, exact date, addressee, or reminder history.
- HXR organization notice: Not Yet Sent.
- HXR response period: Not Started.
- Day 1: the calendar day after verified HXR delivery.
- Standard window: 30 calendar days.
- Reminder: one dated reminder is recorded around Day 21.
- Extensions: reasonable extensions and their new dates are documented.
- Public close language: only after verified delivery, the reminder, and the response window close may HXR say, precisely, “No substantive response received as of [date].”
No such response-period language applies to Empire now because HXR notice is Not Yet Sent and the period is Not Started.

HXR reserves the descriptor only for an unusually strong response that addresses past harm, changes the system, permits verification, and does not require erasure or distortion.
What governs publication and revision?
HXR records corrections, organization statements, remedy events, reform plans, implementation evidence, verification results, monitoring results, and reversals as dated updates. Earlier public states remain traceable. The organization may challenge facts, evidence, analysis, or responsibility, but cannot require erasure or distortion as the price of remedy or participation.
